These cards were part of Arby's 'Discovery Kids' meals promotional toys which consisted of a plastic dinosaur egg containing a plastic dinosaur skeleton and a collectors card with information about dinosaur contained in the egg.  The backs of the cards are 'puzzle pieces' that from a montage of the four extinct animals in this set.  This set was a tie-in with the "When Dinosaurs Roamed America" program (ref: Robert Telleria)
 
It is interesting to note that the toys are identical to the 2003 Fazoli's Jurassic Bones promo although the plastic eggs have slightly different color shades and Fazoli's refers to the Pterosaur as a "Pteranodon " while Arby's calls it Quetzalcoatlus.
