These stickers are a promotional tie-in with the Godzilla movie released in 1998 and were issued in hang packs of two sticker cards each.  The packs are numbered but I do not believe the stickers themselves are numbered.  I have only seen hang packs #2 & #3 but the logical assumption is that there is a #1 and perhaps others.

The numbers in the notes column indicate the number printed on the hang pack on which the sticker is located.
