These toys were distributed in low cost retail outlets such as the 'Dollar Tree' retail chain.  While these were manufactured in China, they were issued by the America-based 'Just Play' company. It's interesting that the text on the packaging and the card's trademark information is in English and French.  Perhaps these were also distributed in Canada.
