These cards were issued in cellophane packets which were inserted into packages of Ralston Purina (General Mills) cereals such as Cookie Crisp.  Along with the cards was an offer to obtain Dinosaur Puzzles in exchange for three UPC symbols from cereal packages or one UPC symbols from a cereal package plus $1.50.
 
NOTE: it is rumored that a Spanish version of these cards which have the same illustrations only the backs of the cards are written in Spanish.  This makes sense as the cereal package I own has a sticker written in Spanish which advertises these free cards.
