From what I can tell, these predominately clear plastic cards were handed out (or sold?) at the 2025 performances of Dino-A-Live: A Dinosaur Odyssey ('Harmony of the Earth') presented at the Ariake Garden, a Japanese shopping and entertainment complex in Tokyo Bay (Kantō region, Japan).  My assumption is that these are clear so that attendees of the show can display photos of themselves with the animatronic dinosaurs.  
 
The shows feature semi-realistic robotic dinosaur suits called "DINO-TECHINE" developed by On-Art which enables the performers (people in the suits) to move and interact with the audiences and each other in real-time.
